Coinbase has established an international tokenization<\/a> hub in Abu Dhabi after receiving Financial Services Permission from the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM), giving the cryptocurrency company regulatory approval to arrange investment deals and provide custody as it prepares to launch tokenized securities.<\/p>\n

Coinbase announced the development on August 11, 2026, describing the Abu Dhabi hub as the foundation for its international tokenization business. The company said the initiative will focus on tokenized securities and on-chain capital markets, extending its operations beyond cryptocurrency trading into regulated financial-market infrastructure. Coinbase’s announcement<\/a> said the approval from the FSRA clears the company to arrange deals in investments and provide custody for the planned launch.<\/p>\n

The tokenized securities are expected to be registered and issued in ADGM and backed by the underlying shares under FSRA supervision. Coinbase said verified token holders will receive shareholder rights associated with the underlying assets, including dividends and voting rights, subject to the conditions set out in the relevant prospectus. ADGM’s regulatory framework<\/a> requires firms conducting regulated activities in the financial centre to obtain the necessary authorization from the FSRA.<\/p>\n

Coinbase said transactions involving the digital securities will be subject to ongoing sanctions screening. It also said assets can be frozen or seized at the wallet level where required, allowing the proposed tokenized securities to operate within regulatory controls while using blockchain-based infrastructure.<\/p>\n

The company said investors in the digital securities would not need to establish a brokerage or correspondent banking relationship simply to transact in the securities, although a brokerage or bank account may be required for certain redemption rights under the terms of a prospectus.<\/p>\n

Coinbase Institutional co-CEO Brett Tejpaul said ADGM’s regulatory framework was among the reasons for selecting Abu Dhabi as the location for the tokenization hub. He described the planned securities as simultaneously being regulated securities, blockchain-native tokens and assets that can be used within decentralized-finance infrastructure, subject to regulatory requirements.<\/p>\n

Arvind Ramamurthy, ADGM’s chief market development officer, said Coinbase’s decision reflected Abu Dhabi’s growing role in financial technology and its regulatory framework for blockchain-enabled financial services. ADGM has maintained a dedicated regulatory framework for digital assets and requires financial-services firms to obtain FSRA approval before conducting regulated activities in or from the jurisdiction. The Abu Dhabi initiative is part of a wider expansion by Coinbase in the United Arab Emirates. The company said its investments in Abu Dhabi and Dubai are supporting two separate businesses: a hub for tokenized securities and on-chain capital markets in Abu Dhabi, and a global derivatives hub in Dubai.<\/p>\n

The development comes as financial institutions and digital-asset companies increasingly examine blockchain technology for representing traditional financial assets. Tokenization can allow ownership or economic rights associated with an asset to be represented digitally on a blockchain, but regulated tokenized securities remain subject to securities laws, investor protections and other requirements in the jurisdictions where they are issued and offered.<\/p>\n

Coinbase’s announcement does not indicate that all tokenized securities will be available to investors globally or that the Abu Dhabi approval permits unrestricted issuance and distribution of tokenized stocks. The Financial Services Permission described by Coinbase specifically covers arranging deals in investments and providing custody, while individual products remain subject to their applicable regulatory and prospectus requirements.<\/p>\n

The company also highlighted the legal structure of its planned digital securities. According to Coinbase, the securities are backed by underlying shares and certain holder rights depend on whether a holder is classified as vested under the applicable prospectus. Dividends are automatically reinvested under the structure described by the company, while redemption rights can carry additional requirements.<\/p>\n

For Coinbase, the move represents a broader attempt to build regulated financial infrastructure around blockchain technology rather than limiting its business to cryptocurrency markets. The company said it sees on-chain finance as the next stage of global financial infrastructure, with Abu Dhabi serving as the base for its tokenized-securities operations outside the United States.<\/p>\n

The immediate significance of the announcement is therefore regulatory and infrastructural rather than a single new investment product. Coinbase now has an approved base in ADGM from which it can develop and launch tokenized securities within a regulated framework, giving institutional blockchain applications a more prominent role in its international strategy.<\/p>\n
